I went to the header promo bar option in the theme settings and turned it on. I also uploaded an image as a background and saved the changes.
But the promo bar still does not show after I refreshed the page of my site.
The Promo bar only is shown one time for each time and when the user closes it not shown (its promo bar functionality ), if you want to check it you can check it on incognito mode
